The FIRS2T Group
The Future Insight Research Security, Society and Technology ( FIRS2T) group is a cooperation of researchers from different disciplines carrying out interdisciplinary research and studies. Studies focuses on policy topics supporting decision makers utilizing experience in foresight processes and in different societal issues. Key considerations in our strategic thinking are developments stemming from new and future technologies which will have a critical impact on the future of our society. In that context FIRS2T works alongside its clients and partners to help achieve their objectives using updated foresight methods and assessment of emerging technologies.
Special activity of FIRS2T is its services and cooperation with municipalities in fields of importance to their citizens. The municipalities of Netanya and Shoham in Israel are two examples of such cooperation. Studies include security assessment, services to the elderly, urban planning and environmental issues and more.
FIRS2T members bring with them their long experience in international research partnerships including the EU framework program, NATO science for peace and security (SPS) program, the European Parliament and alike. This experience includes coordination of EU projects, leading of NATO workshops, leading of various working programs in EU research and participation in special programs like GRUNDVIG, the MILLENIUM project the World Energy Congress and others.
The group is currently a partner in the EU PAGE consortium and participates in a consulting consortium working with the European Parliament. The group cooperates in the GRUNDVIG program in developing training programs for retired people.
Following are key members of the group:
Dr. Yair Sharan is currently the general director of EPI/FIRST active in the security and technology field. He is a Col (res) in the IDF. He is also a senior research associate in the centre for strategic studies in Bar Ilan University in Israel. He has been the director of the Interdisciplinary Center for Technological Analysis and Forecasting (ICTAF) at Tel Aviv University Israel. He earned a B.Sc. and a M.Sc. in Mathematics and Physics. He earned his Ph.D. in Physics from the Weizmann institute of Science. He served as Israeli Science Attaché in Germany between 1988–1992. He was a senior consultant to the Israeli Ministry of Science in 1992–1993, and coordinated the relations of the University of Tel-Aviv with the EU in 1993–2003. He was a senior researcher at ICTAF in 1992–2000 and has been the Director of the Center since 2000. .
His main fields of interest are research and science policy, technology foresight and forecasting, technology assessment and security. Together with ICTAF researchers, he participated in many EU projects including the projects e-Leaving, OPET, Nano2Life, Platform Foresight and others. He coordinated several EU projects including FESTOS in the security program and PRACTIS in Science in Society program. Yair is a member of the Millennium Project, a member of the American Future Society and a member of the EU Foresight Expert Group.
Publications in Israel include the “ICT Uptake in the Israeli Education System”, “Occupation for all”, and “The Development of Free Time”. His publications include ICTAF Expert Survey on Nanobiotechnology (coauthored with Dr. Aharon Hauptman), Energy Forecasting Study, Briefing on Biological Terrorism, Understanding the Defense Conversion Dilemma, Israeli Foresight Study towards the 21st Century and more.(see
Yair has a special interest in the security field and has completed studies in topics like “Non Conventional Terrorism”, “Psychological Deterrence”, “Emerging Technologies” and “Future Threats of Terrorism”, “Issues in water security”, and more. He is co-editor of three books including “terrorism on the internet”, “medical response to emergency situations” and “Water security in emergency situations”.
Dr Negreanu is a senior member in the FIRS2t group, responsible for life sciences and the future battle field. He has a M.Sc. degree in Microbiology from Tel Aviv University, and a Ph.D. degree in Biochemistry from the Weizmann Institute of Science, in 1978. Currently he is also a senior researcher at “Begin-Sadat Center for Strategic Studies” (BESA) at Bar-Ilan University.
Dr. Negreanu was Head of Biological Department in the Israeli Ministry of Defense Research Division, managing long-term projects, and senior researcher at the “Interdisciplinary Center for Technology Analysis and Forecasting” (ICTAF) at Tel-Aviv University. Together with ICTAF researchers he participated in many European studies including Nano2Life, FESTOS in the security program, and “Psychological Deterrence”
His publications include issues such as “The Psychology of deterrence” (ICTAF, 157, 2006 S. Goldstein-Ferber, J. Negreanu, O. Ram, Y. Sharan), “Technologies and Methods for Rapid Detection of Terror Events” (In NATO Science for Peace and Security Series, 2007, Springer, ISBN 978-1-6303-9), and “Multi Robotic Systems, for IAI Management Forum, 2007).
His current interests include topics in Life sciences B.W. medical defense, water security, “Future Soldiers”, military robotics, and mass-casualties situations’ studies.
A senior member in FIRS2T and is director for business development and operations. He is responsible for security, innovation and entrepreneurship. Has a B.Sc. in Chemical Engineering from the Technion in Haifa (1985), and an M.B.A from the Bar-Ilan University (1991). Is currently a senior researcher in the centre for strategic studies (BESA) in Bar Ilan University. He has been a manager of interdisciplinary projects at the Israeli Government R&D unit and has been a researcher in ICTAF center for the last 18 years . In these capacities he participated in several EU projects such as SIAM (security program), OPET( energy program) , PATS (Science in Society program) and others. He developed with others models for entrepreneurships in the Israeli market in close cooperation with the Ministry of Industry and trade. Since 1994, Mr. Rosenberg operates also a business development consulting firm, Dashro, with an extensive experience in mentoring and guiding of business initiatives and entrepreneurs. His publications include reports in the EU SIAM project as editor of the threat scenario report, Case studies from the Middle East in Search for Common Ground, Washington DC, USA, ISBN 0-9647474-8, 2004 and Support tools for R&D policy : civil-defense R&D cooperation, Sep 2005, an Interactive Expert Exchange System for Enhancing Societal Resilience, Federal Ministry of Education and Research Germany, Ministry of Science & Technology Israel, Oct 2010.
A senior member in FIRS2T and is leading activities in Environment, Energy and sustainable development as well as cooperation with municipalities. Has a PhD in urban planning is the head of Sustainability study program at The Max Stern Yezreel Valley College, and a member of the FIRS2T team in EPI Jerusalem. Dr. Vaturi research focus is on environment, urban policies and socio-economic aspects of different social groups such as disabled and old people. Has experience in EU projects including POLIS, PERFECTION in FP7. He is partner to the “Train the Trainers” education program for decision makers in the energy sector. Since 2008, Dr.Vaturi is a lecturer at The Max Stern Yezreel Valley College. He guides the 50+ studies program of the College which is designed for students who are older than 50 years.
A senior member in FIRS2T group is leading the Innovation and Technology activities.
He has a PhD degree from the Department of Economics and Regional Studies from the Faculty of Business and Economics in the University of Pecs Hungary. Specializing in – Innovation Technology and Patents.
Developed the Innovation Index “Patent Importance Technology Factor” (PITF).
Received his M.B.A from the University of Derby UK.
Extensive experience in mentoring university students and guiding of business initiatives and entrepreneurs since 1976 has studied life science and electronic engineering sectors. He has experienced as practical electronic engineer; and as entrepreneur in the R&D department – Hadassah Medical Center in Jerusalem.
Dr. Freddy Pachys acts also as a business development consultant, providing consulting services in, Technology & Innovation Intellectual Property Analysis across a broad range of sectors including: Life Sciences; Healthcare; Energy Consumer Products; Communications Electronics; & Transport.
A senior member in FIRS2T group and is responsible for NATO relations. He was the Israeli military attaché in Brussels representing Israel in NATO. He served in the IDF R&D unit.
